history
conception , development

although calls creation of expressway system stretch philippine capital of manila way rosario, southernmost town of province of la union, had been raised before turn of millennium, these calls first began bear concrete fruit in mid-2000s.


in 2005, construction began on subic–clark–tarlac expressway (sctex), creating linked expressway system reached way tarlac city, tarlac - improvement on north luzon expressway s terminus reached mabalacat, pampanga.


in 2006, congressional representatives northern luzon took advantage of final reading of house bill 5749 lobby project extend expressway system rosario, means boost trade, tourism, , speed transportation in provinces of tarlac, eastern pangasinan, , la union. result of lobbying, arroyo administration announced in october 2006 ten-year period in north luzon expressway (nlex) extended mabalacat, pampanga, rosario, la union, , south luzon expressway (slex) extended calamba, laguna, lucena in quezon, , matnog, sorsogon.


in 2008, sctex formally opened, setting stage development of tplex, extend beyond sctex terminus in tarlac city.


the initial plan construction of tplex carried out in 2 phases: first phase involve construction of 2 lanes while second phase entailed expansion 4 lanes accommodate 25,000 vehicles.


the proposed superhighway built parallel macarthur highway, passing through city of tarlac , municipalities of la paz, gerona, victoria, pura, anao, , ramos in tarlac, nampicuan , cuyapo in nueva ecija , rosales, villasis, urdaneta, binalonan, pozorrubio , sison in pangasinan, , rosario, la union.

three local banks undertook financing of tplex: bdo unibank, development bank of philippines, , land bank of philippines. made tplex notable in infrastructure , development financing industry first public-private partnership project in philippines feature all-domestic cast of sponsors , lenders.” london-based project finance magazine named tplex asia pacific transport deal of year 2011.


the project being implemented through public-private partnership using build–operate–transfer (bot) scheme in project proponent responsible design, financing, , construction of initial two-lane expressway.


as each section of toll road completed, turned on government. government grants proponent franchise operate , maintain toll road, after proponent, after certificate commence toll operation issued toll regulatory board, operates road on behalf of government under long term concession agreement.

land acquisition

a contributor delays in development of tplex acquisition of right of way project. tplex identified high priority government project, department of public works , highways (dpwh) given task of acquiring right of way project s proposed alignment, , allocated p793 million in hope process expedited. however, numerous legal disputes regarding affected properties, notably in tarlac segment of project, meant delays in negotiation process being undertaken dpwh.

the expected completion of entire expressway caused major delay when unsolicited proposal brought change alignment of project change location of final interchange in rosario, la union. former pangasinan 5th district representative mark cojuangco proposed 3 alignments: 1 pass through urdaneta city, san fabian, , exits brgy. cataguintingan of rosario, la union. 1.48 kilometers longer original tplex end @ barangay subusob, rosario. second proposal pass through san fabian end @ original tplex end @ barangay subusob. first 2 proposals skips pozorrubio. third proposal pass through pozorrubio, san fabian, , end @ barangay subusub. proposals intend skip municipality of sison. cordillera administrative region development council has rejected idea. target completion date had been moved end of april 2017 end april 2018.

the first phase of tarlac-la union toll expressway started in january 2010.

in april 2013, san miguel corporation announced segment tarlac city urdaneta built 4 lanes, instead of initial plan of 2 lanes only. however, pushed opening day of expressway june 2013 november 2013.


tarlac city–pura segment opening

on october 25, 2013, toll regulatory board authorized issuance of toll operation permit tarlac city–pura segment of tplex after construction of segment completed private infra dev corp. (pidc), all-filipino consortium backed conglomerates san miguel corp. (smc) , dmci holdings inc.


this first phase, referred section 1a, begins connection sctex, stretches 17 kilometres (11 miles) tarlac city victoria, , pura, tarlac. expected cut current travel time baguio as 40 minutes.


pura–ramos segment opening

on december 23, 2013, expressway opened ramos, tarlac, bringing tplex 23 kilometres (14 mi) of operational length.


ramos–carmen/rosales segment opening

on april 16, 2014, phase 1 of project completed when rosales section opened in time lenten traffic , halfway go baguio.


construction of phase 2 (rosales urdaneta)
carmen–urdaneta segment opening

in december 2014, section 2 of project, covering 13.72 km carmen urdaneta, opened traffic, pidc president mark dumol had announced on day completion of phase 1 announced.


construction of phase 3 (urdaneta rosario)

in december 2014 announcement opening of phase 2, dumol projected last section, covering 25.83 km urdaneta rosario , including exit in pozorrubio, completed time in 2015. however, there delays in implementation of project, included highly disputed proposal divert exit 7 kilometres (4.3 miles) away san fabian in pangasinan.


the dpwh , pidc announced in july 2015 continue follow original plan last phase exiting in rosario, adding last phase completed following year, 2016.


this development phase further subdivided phase 3a, urdaneta pozorrubio, , phase 3b, pozorrubio rosario. section 3a include trumpet-type interchanges @ binalonan , pozorrubio, while section 3b end @ roundabout-style interchange in rosario, la union.


after opening of exit @ binalonan in september 2016, dpwh said segment 3b pozorrubio rosario expected completed in june 2019.


urdaneta binalonan segment opening

by mid-august 2016, first exit of section 3a, @ binalonan, pangasinan, had been opened driving public. notably, created easy access minor basilica of our lady of manaoag, located 10 minutes away new binalonan exit plaza.
