from 1939 1945, during second world war, carstens member of anti-aircraft artillery (flak) unit in wehrmacht, reaching rank of leutnant (second lieutenant) war s end. in 1940 joined nazi party; reportedly, had applied admission in 1937 avoid detrimental treatment when worked law clerk. had, however, joined nazi sa paramilitary organisation in 1934.


in 1944 carstens married medical student veronica prior in berlin. after war became lawyer in hometown bremen, , 1949 acted councillor of city s senate. 1950 worked lecturer @ university of cologne, habilitated 2 years later. in 1954 joined diplomatic service of german foreign office, serving west german representative @ council of europe in strasbourg. in 1955 joined christian democratic union (cdu) under chancellor konrad adenauer.


in july 1960 carstens reached position of secretary of state @ foreign office , in same year appointed professor public , international law @ cologne university. during grand coalition government of 1966-1969 under chancellor kurt georg kiesinger, first served secretary of state in ministry of defence, , after 1968 head of german chancellery.


in 1972 carstens first elected bundestag, of member until 1979. may 1973 until october 1976 chairman of cdu/csu parliamentary group, succeeding rainer barzel. during time outspoken critic of left-wing tendencies in german student movement , particular accused governing social democratic party of germany (spd) of being soft on left-wing extremists. famously denounced author , nobel laureate heinrich böll supporter of left-wing terrorism (specifically, baader-meinhof gang) 1974 novel lost honour of katharina blum.


after 1976 federal elections, made cdu/csu largest group in parliament, carstens elected president of bundestag on 14 december 1976. cdu/csu had reached majority in federal convention electing president of germany, , in 1979 party nominated carstens, though in contestation due nazi past, candidate, whereafter incumbent president walter scheel (fdp) chose renounce second term.

on 23 may 1979, carstens elected fifth president of federal republic of germany, prevailing against spd candidate annemarie renger in first ballot. during term of office, carstens known hiking germany in order decrease gulf between politics , people.


in december 1982, new chancellor helmut kohl (cdu), elected in successful motion of no confidence against helmut schmidt (spd) deliberately lost vote of confidence in bundestag, in order obtain clearer majority in new general elections. though former chancellor willy brandt had proceeded in 1972, action gave rise discussion whether such step constitutes manipulation of constitution . on 7 january 1983, president carstens nonetheless dissolved bundestag , called new elections. in february 1983 decision approved federal constitutional court 1983 general elections take place on 6 march.


in 1984 carstens decided not seek second term on account of age , left office on 30 june 1984. succeeded richard von weizsäcker.
