after world war i, public opinion in united states began run against occupation. warren g. harding, succeeded wilson in march 1921, had campaigned against occupations of both haiti , dominican republic. in june 1921, united states representatives presented withdrawal proposal, known harding plan, called dominican ratification of acts of military government, approval of loan of $2.5 million usd public works , other expenses, acceptance of united states officers constabulary—now known national guard (guardia nacional)—and holding of elections under united states supervision. popular reaction plan overwhelmingly negative. moderate dominican leaders, however, used plan basis further negotiations resulted in agreement between u.s. secretary of state charles evans hughes , dominican ambassador united states francisco j. peynado on june 30, 1922, allowing selection of provisional president rule until elections organized. under supervision of high commissioner sumner welles, juan bautista vicini burgos assumed provisional presidency on october 21, 1922. in presidential election of march 15, 1924, horacio vásquez lajara, american ally cooperated united states government, handily defeated peynado. vásquez s alliance party (partido alianza) won comfortable majority in both houses of congress. inauguration on july 13, control of republic returned dominican hands.
