carter nominated president obama 25th united states secretary of defense on december 5, 2014.


in nomination hearing before senate armed services committee, said “very inclined” increase u.s. military aid ukraine. speaking on middle east, said u.s. must militarily ensure “lasting defeat” of islamic state (isil) forces in iraq , syria. said not in favor of increasing rate of prisoner releases guantanamo bay. opined threats posed iran serious posed isil forces.


he approved unanimously on february 1, 2015, senate armed services committee. confirmed senate on february 12 vote of 93–5 , sworn in vice president joe biden on february 17.


in may 2015, carter warned china halt rapid island-building in south china sea.


in october 2015, carter condemned russian air strikes against isil , other rebel groups in syria. on october 8, 2015, carter, speaking @ meeting of nato defence ministers in brussels, said believed russia start paying price military intervention in syria in form of reprisal attacks , casualties.


a controversy arose in december 2015 when revealed carter had used personal email account when conducting official business secretary of defense.


in january 2016, @ carter s direction, department of defense opened military roles women, overriding request marine corps continue exempt women positions. in june 2016, carter announced transgender individuals allowed join , openly serve in military.


carter resigned 1 day before end of obama administration.

the sovereign building in 2011 the whitehall mall store sold leh s department store, several years flagship store on hamilton street in allentown remained vacant. added national register of historic places in 1979. in december 1982 allentown store purchased sovereign realty , development. building renovated , reopened sovereign building in may 1984. renovations included glass-arched entrance pedestrian plaza between hamilton , court streets leading grapefruit-domed lobby decor of antique brass, mirrors, greenery , wing-backed chairs. main floor , basement developed retail spaces, while upper floors turned 42 private office suites. sovereign later went financial difficulties , building sold @ sheriffs sale on 22 september 1989. today building operated office building owner resides in philadelphia.
