ministerial career
he came attention of conservative leaders , held number of posts in national government of 1930s. minister of transport responsible introduction of 30 miles per hour speed limit , driving tests new drivers. in may 1938 whilst president of board of trade achieved rare distinction in british politics when brother lord stanley became secretary of state dominion affairs – rare example of 2 brothers sitting in same cabinet, more father, former conservative minister, still alive. nevertheless, 5 months later edward died. last years
