during world war ii, planned development named vanport constructed north of section between city limits , columbia river. grew second largest city in oregon, wiped out disastrous flood in 1948. columbia villa, wartime housing project in portsmouth neighborhood, being rebuilt; renewed community opened in 2005 known new columbia , offers public housing, rental housing, , single family home ownership units. since 2004, light rail line runs along interstate avenue, parallels i-5, stopping short of crossing columbia river.
