born in bloomington, illinois, raised in north kansas city, missouri, second of 5 children in lower middle-class, financially struggling family. mother, esther j. (née fry; october 20, 1928 – november 13, 2012), worked clerk @ j.c. penney, among other jobs. parents divorced and, in 1954, mother married orba scott, jr. (died 2006), truck driver. orba adopted rick, took stepfather s surname.


scott graduated north kansas city high school in 1970, , attended 1 year of community college , enlisted in united states navy, in 1970.


scott in u.s. navy 29 months , served on uss glover (ff-1098) radar technician. scott made first foray business while working way through college , law school, buying , reviving failing donut shop, flavor maid do-nut, , revived adding workplace delivery, father ran, instead of relying on foot traffic. later bought , revived donut shop.


he attended college on gi bill, later graduating university of missouri–kansas city bachelor s degree in business administration , earned law degree working way through southern methodist university. licensed texas bar practice law on november 6, 1978.


on april 20, 1972, scott, 19 years old, married high school sweetheart, frances annette holland (born february 11, 1952), 20; couple has 2 daughters. scotts live in naples , founding members of naples community church.

the sovereign building in 2011 the whitehall mall store sold leh s department store, several years flagship store on hamilton street in allentown remained vacant. added national register of historic places in 1979. in december 1982 allentown store purchased sovereign realty , development. building renovated , reopened sovereign building in may 1984. renovations included glass-arched entrance pedestrian plaza between hamilton , court streets leading grapefruit-domed lobby decor of antique brass, mirrors, greenery , wing-backed chairs. main floor , basement developed retail spaces, while upper floors turned 42 private office suites. sovereign later went financial difficulties , building sold @ sheriffs sale on 22 september 1989. today building operated office building owner resides in philadelphia.
